MURA Phase 1 Public Infrastructure

The Montrose Urban Renewal Authority (MURA) was formed in 2016 to revitalize a 165 acre “blighted area” as defined in the Colorado Urban Renewal Law, Part 1 of Article 25 of Title 31 of the Colorado Revised Statutes in the Northwest of the City of Montrose. This Urban Renewal Area was deemed to substantially impair or arrest the sound growth of the municipality, retard the provision of housing accommodations or constituted an economic or social liability, and a menace to public health, safety, morals, or welfare in its existing condition and use.
The $83 million live-work-play development, also known as Colorado Outdoors, includes over 45 acres of public park, 2.25 miles of river recreational trail, Uncompahgre River access, 670,000 SF of commercial and retail space, river restoration, and three (3) intersections at Grand Ave. Phase 1 of the development included floodplain mapping, over 1 mile of public roads with 3 entrances to Grand Ave, utilities, and stormwater/water quality management. The utility design required a new 12” City of Montrose waterline, re-routed 12” Chipeta waterline, and a hot-tap of the Project 7 24” main transmission waterline in Highway 550. Del-Mont provided all surveying, civil engineering, site planning, platting, drainage design, utility design, and construction services for Phase 1 of this project.
